Is that the hot fix KB2803754 included in NET Framework 4.5.1 ( Version 4.5.50938)

I have .NET version 4.5.50131 after that tried to install the mentioned hot fixKB2803754 and I got an error “Software update does not apply, or is blocked by another condition on your computer”,so I could not able to install the hot fix .
Then I uninstalled the .NET version 4.5.50131 and installed the new version (.NET Framework 4.5.1). Currently installed .NET version is4.5.50938, this is higher than our initial version.

Is that the hot fix KB2803754 available in the version 4.5.50938 (.NET Framework 4.5.1) ?
