Why can't I work this run?

I currently have a problem and am in need of help.

I have been on multiple help sites and forums but as of yet have not managed to solve my problem.

I am running the program as admin. I have net framework 4.0 installed. i even updated the mscorlib.dll to the latest version.

but I am still getting this error

My OS is Vista Home Premium
