Most of .NET CLR Performance counters missing

Hello,

on my x64 windows 8.1 laptop all but 'Networking 4.0.0.0' .NET CLR performance counters are missing.

I've tried several solutions (unlodctr lodctr /R) without any luck.
The only solution I haven't tried yet is this one

.NET CLR Performance Counter Categories Missing

which doesn't seem to apply on windows 8.1

Any ideas?
